In the report, Dr. Tsai put forward two very practical calls to action:
1. Establish a "Statutory Leave for Infertility Treatment"
Infertility treatment requires frequent clinic visits and strict adherence to treatment schedules.
Many patients silently struggle between their careers and their journey to parenthood.
This shouldn't be left to the goodwill of individual employers —
it needs to be clearly protected at the institutional level.

2. Include Spouses in Leave Entitlements
This journey has never been one person's burden to carry alone.
Allowing husbands to take leave and accompany their partners
is what it truly means to face this together —
not one person shouldering it all, but two. 
The government should not rely solely on corporate goodwill.
Clear institutional frameworks must be established.
